Community Petition Regarding the DHS/ICE/HSI Facility Proposed for 284 Idaho Avenue

Town of Plattsburgh, New York

This petition may be signed by residents of the Town of Plattsburgh and by members of neighboring communities who may be directly affected by activity at the Plattsburgh International Airport, federal enforcement operations in the region, or community-wide impacts associated with the proposed DHS/ICE/HSI facility at 284 Idaho Avenue.


Based on information in the public record and statements made during the Planning Board process, we believe substantial and material questions remain unresolved concerning:

  • the actual use of the facility (detention vs. non-detention),

  • the enforcement authority of the operating agency (DHS/ICE/HSI),

  • the facility’s proximity to the airport and associated public safety risks, 

  • inconsistencies and omissions in the SEQRA review,

  • unaddressed engineering/stormwater deficiencies, and

  • the cumulative impacts on community character and public safety

Because these concerns fall squarely within SEQRA’s required areas of analysis, we respectfully request that the Town of Plattsburgh:
Reopen the SEQRA review for a full and legally sufficient evaluation of the facility’s actual use and impacts; and/or
Take any corrective action necessary to ensure compliance with SEQRA, Town Law, and the requirement for a clear, accurate, and complete project file.
